As required by the provisions of 35C.1, Code of Iowa, notice of recruitment for the following
positions is being given.
CITY OF NEWTON FINANCIAL ANALYST
PURPOSE: To provide general assistance as needed in the area of finance and administration,
and to assist in other areas as needed. Position is a direct report to the Finance Officer.
RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
• Responsible for daily posting of revenues into correct city funds.
• Reconciles all city bank accounts to the general ledger each month and provides reports
to the Finance Officer for review.
• Timely posts all financial reports to the City of Newton’s website and ensures all
financial information is correct and in good order.
• Reviews all warrants to ensure compliance with purchasing policies and correctness.
Processes and sends out all checks for the entire city.
• Assists with reconciling all health, dental, and life insurance payments, preparing ACH,
and posts to general ledger.
• Responsible for filing and payment of monthly State sales tax payments.
• Collaborates on the development and financial planning for the city’s capital improvement
projects.
• Ensures financial operations comply with laws, regulations, and city policies. Assists in
preparing for annual audits.
• Assists the Finance Officer and Senior Financial Analyst with the following reports and
projects:
o Annual Operating Budget
o Preparation of the annual General Obligation Outstanding Debt report, required by
chapter 12.1 of the Iowa code
o Annual Road Use Tax Report
o Annual Financial Report due to the State of Iowa by December 1st of each year.
o Urban Renewal Report and TIF Debt Certifications
• Assists the Finance Office in aspects of the City’s Tax Increment Financing programs
which includes phone conferences with Bond Attorneys regarding the creation of
additional urban renewal areas and amending URAs that are in existence. Assists in
developing rebate schedules for potential new projects.
• Assumes daily and specific financial duties allowing for the segregation of responsibilities.
• Responsible for the retention of records in the finance area.
• Serves as Deputy City Clerk.
• Answers Administration Department phones as required.
• Processes payroll including monthly, quarterly, and annual required processes and
reporting.
• Provides financial reports and various projects and analyses to the Finance Officer and
City Administrator as needed.
• Assists the Administrative Services Manager with various duties as needed.
• Locks and unlocks public access doors on a daily basis.
• Other duties as assigned.
QUALIFICATIONS:
Knowledge and Professional Certification: Requires high school diploma or equivalent, i.e.,
GED.
Minimum Job-related experience: Requires more than two years and up to four years of prior
related experience.
Supervisory Responsibility: No supervisory requirements.
Human Relations: Requires contacts primarily with co-workers and peers and some public to
provide information, enforce ordinances, explain and interpret and give advice.
Responsibility: Accountable for own work or work of immediate unit. Impact on operations,
costs, expenses, results, equipment or employee or public satisfaction is moderate. Errors may
cause inaccuracies; unnecessary costs could be difficult to discover.
Complexity, Guidance and Judgment: Work is generally standardized involving a wide range
of tasks and choice of action within limits set by standard practices and procedures. Receives
general guidance, i.e. guidelines are available, but not always applicable.
Confidentiality: Regularly required to work with data, processes, or confidential information
where disclosure is a serious breach of trust.
Working Conditions: Agreeable working conditions. Job has no effect on personal comfort.
Mental and Visual Demands: Requires occasional period of high mental and/or visual attention
and concentration, or moderate sustained concentration, where work is repetitive and the
operation requires alertness, with manual dexterity.
ADDITIONAL REQUIREMENTS: For those tasks where a personal or City vehicle is used,
individual must be physically capable of operating the vehicle safely, possess or have the
capacity to attain a valid Iowa operator’s license and have an acceptable driving record.

Applications are being accepted for Full-Time Male Jailer position with the Jasper County Sheriff’s Office. We provide training and a professional work environment with competitive wages. The starting rate of pay is $21.01 per hour (increase to $21.85 on 7/1/25) to include County paid benefits package and IPERS Retirement. This is a 24/7 operation; work hours and scheduled shifts may vary based on facility needs.
Under general supervision, selected candidates will perform responsible law enforcement work in ensuring the protection, welfare, security, custodial control of inmates in the Jasper County Jail. Must adhere to the Code of Iowa, United States Constitution, and the Iowa Jail Standards in reference to legal rights and respond to emergency situations to include administering medical and life-saving aid to victims or injury or illness. Applicants must possess a high school diploma or equivalent and a valid Iowa driver’s license with a good driving record. Prior jail/corrections experience and First Aid/CPR training a plus but not required.

Job Description
Definition: Under the general direction of the Administrative Services Manager, provides IT support services across city
departments including: resolving questions, inventory, and requests, which may include installing, maintaining and
troubleshooting applications including general usage assistance. Assists in the development, implementation, installation
and operation of all information management systems and equipment for the City.
Essential functions:
Technical Support
Provide Tier 1 and Tier 2 timely, courteous and effective technical support to city employees (in-person, phone, remote);
Installs new computer equipment to ensure proper installation of cables, operating systems and appropriate software;
Performs preventative maintenance and updates in accordance with department policies;
Discusses software applications with users to determine level of satisfaction and/or the need to modify software;
Maintains inventory database of workstations and associated equipment; assists in research and purchase of hardware
and software; Provides technical advice and assistance to users concerning data communication equipment and data
transmission;
Train users on basic computer usage and office applications software such as Microsoft Office;
Maintain accurate records of incidents, service requests, and solutions;
Research and evaluate new technologies;
System Maintenance
Monitor local network performance and escalate connectivity issues;
Oversee the security and integrity of the municipal network system including line of sight dishes;
Assist in implementing IT security protocols, such as antivirus, firewalls, and backup schedules;
Installs applications software on the network; maintains network documentation;
Creates and maintains users, directory structures, security rights and printer configurations;
Troubleshoots any hardware problems with desktop PC’s, servers, switches, routers, printers, and miscellaneous
electronic equipment; works with vendors and technicians to correct issues;
Oversee, configure, and troubleshoot the City’s phone and VoIP systems;
Oversee electronic e-mail system and server;
Assists with the maintenance and updates of the City Website;
Maintains City cable access channel and televises all City Council meetings/workshops as required and sets up for
rebroadcasting;
Operate multiple remote controlled video cameras, monitors, switches, mixers, video recorders, microphones, audio
mixers and program-scheduling controllers;
All other duties as assigned.

Required knowledge, skills and abilities: Thorough knowledge of the operation and use of personal computers and
their peripheral equipment. Extensive computer background including use of Windows computer applications such as
spreadsheets, word processing, e-mail and database software. Knowledge in a Windows Based Network. Working
knowledge of data processing methodology and techniques in creating documentation and data security. Experience with
Laserfiche, Symantec, Barracuda, CableCast, ImageTrend Elite, and Target Solutions a plus.
Human Relations: Requires contacts primarily with co-workers and peers and some public to provide information,
enforce ordinances, explain, interpret and give advice.

Acceptable experience and training: Graduation from high school, including or supplemented by computer and/or
business courses. Four (4) years’ work experience in the installation, maintenance and technical support of a network
environment, computer software and hardware applications. Or any equivalent combination of experience and training
which provides the required knowledge, skills and abilities will be considered.
